It's just really sad. The fact that I can also imagine his little annoyed "Oh, man!"-face when receiving these messages. The fact that he must know it's Uriel and doesn't dare to swing over and punch that bouncer off his cloud. He will rather stare pensively into the middle distance.
Also, the fact that the whole Order is so remarkably bureaucratic, which is so much "Angel Sanctuary" it makes me crack up no end.
